Frame rubbing. Scattered light craquelure. Tiny paint flake in the lower right corner area (above and to the left of the signature.) Some of the darker, brighter blue pigments in the sky fluoresce under UV light. This does not appear to be restoration, perhaps the natural tendency of this pigment to fluoresce.
