Dirty varnish - could use a light clean. Frame rubbing. 6 inch area of scattered tiny paint flakes along the upper left edge and a little into the sky. Some pigments fluoresce under UV light - this does not appear to be restoration, rather the natural tendency of the pigments used by the artist to fluoresce under UV light.
