Comprising: Foreign Policy for the 1970's, A New Strategy for Peace, A Report to the Congress by Richard Nixon, President of The United States. February 18, 1970, signed by Kissinger on the front blank, portrait of Nixon, 235 pp.; and Foreign Policy for the 1970's, The Emerging Structure of Peace, A Report to the Congress by Richard Nixon, President of The United States. February 9, 1972, inscribed and signed on the front blank by Kissinger, portrait of Nixon, 234 pp. The first volume with some curled leaves at end, both with the booklabel of William Safire.

Henry Kissinger served as National Security Advisor and Secretary of State under President Richard Nixon and likely had great influence over these reports to Congress, which cover aspects of U.S. foreign policy regarding the Soviet Union, Communist China, arms control, the United Nations and much more.
